Karen Q. Snyder, RMC
Karen has resided in the Town of Cortlandville since 1979 and has resided in Cortland County her entire life. She attended St. Mary’s School until 1972 and went on to graduate from Cortland Senior High in 1975. Karen has a son, two daughters, and two granddaughters. Karen was appointed to the position of Deputy Town Clerk to Pauline H. Parker, CMC, Town Clerk in 1987, a position that was shared with the Town Assessor, David W. Briggs, IAO. In 1999 Karen was appointed Town Clerk when her predecessor retired. Karen won the primary that year and was elected to the position of Town Clerk in November 1999 and has been re-elected in subsequent elections.
Karen serves as District Director for District #6 and is the Register Municipal Clerk Chairman (RMC) for the New York State Town Clerks Association (NYSTCA). She is a member of the International Municipal Clerks Association (IIMC), a member and current Vice President of the Cortland County Town Clerk/Tax Collector Association. She services as a member of the Cortland County Records Management Advisory Committee and is a member of the Cortland County Women’s Republican Club, a Republican Committee person for the Town of Cortlandville and a former Board Member of CAPCO – Cortland County Community Action Program.
In 2013, Karen was honored with the designation of Town Clerk of the Year for District #6 with the New York State Town Clerks Association.
Karen has earned the title of Registered Municipal Clerk with the New York State Town Clerks Association, was instrumental in founding the Cortland County Town Clerks/Tax Collectors Association, hosted many New York State Archive Seminars, initiated a countywide program to allow partial payment of Town and County Taxes and created a countywide spay/neuter program for dogs and cats. She played a major role in the design of the Town of Cortlandville’s new and renovated Town Hall and worked with the Cortlandville Fire District to develop ordinances.
The Office of Town Clerk is known as the "Doorway to Local Government". As the Town of Cortlandville Town Clerk, Karen is also the Tax Collector, Records Access Officer, Records Management Officer, Town Registrar and Notary Public. She has been instrumental in completing a records management grant that scanned, organized and computerized the Town's building blue prints and water/sewer maps which has greatly helped in record retrieval for requests from officials of the Town and residents of the community.
While the Town Clerk is generally credited with issuing licenses, that is only a small part of the job. As Town Clerk, Karen records all minutes of the Town Board meetings, is Freedom of Information Officer, receives permit fees for the code office, planning and zoning office, fire inspection office, prepares the water and sewer billing and collects those payments and handles all the filing of documents for the town.
